Wang Enqun graduated with LL.B degree in 1987 and has been pursuing legal career since then. He further studied in law institute of Chinese Academy of Social Sciences for two years and has once practiced in a foreign law firm. Wang has participated in a large number of business including project negotiation, merger, separation acquisition, liquidation, bankruptcy and large-scale project financing of foreign-invested enterprises since 1987; moreover, he has had many years of legal service experience in capital market merger, financing, domestic and foreign listing, and has represented a large number of commercial litigation and international commercial arbitration cases. In addition, Wang Enqun also serves as a legal adviser to many government agencies, enterprises, and financial institutions. Since 2010, Wang has been working as the legal adviser of Dalian Municipal Government and was appointed a legal adviser of Liaoning Provincial Government in 2018.
Xu Ren graduated from the law school of Nanjing University, He started to practice as a lawyer in Dalian Foreign Economic Law Firm in 1987. And in 1994 Xu Ren together with Wang Enqun and other lawyers co-founded Liaoning Heng Xin Law Office. He is a founding partner of Heng Xin.
Graduated from International Maritime Law Dept. of the Dalian Maritime University (DMU) in 1989 and then lectured on Maritime Law in the DMU. From 1993 to 1998, he moved to Hong Kong and worked as Manger of Legal Dept. of Hong Kong Ming Wah Shipping Co., Ltd. He joined this Firm as senior partner in 1999 to lead the Shipping Group, which has been ranked as the Band I Maritime Law Firm of Northern China since 2011 by Chambers and Partners. He has been ranked as Band I Maritime Lawyer of Northern China since 2014. He has handled hundreds of maritime cases, including a series of cases arising out of the oil pollution incident of M/T "Arteaga" (the total claim amounts is the highest in ship-sourced pollution incident in China), shore oil pipeline explosion at Dalian on 16 July 2010 and salvage case of M.V "Sea Success", etc.
Mr. Wang Hongyu graduated from the Nankai University in 1989 with a bachelor’s degree in English literature and was awarded with a master’s degree (LLM) in 2002 from the University College London where he studied maritime law. He worked with the People’s Insurance Company of China Tianjin Branch from 1989 to 1995 as a correspondent of all major P&I Clubs. He joined Wang Jing & Co. in 1995, and worked with Holman Fenwick Willan from 2002 to 2005 before he rejoined Wang Jing & Co. in Shanghai as the senior partner in 2005. In 2017 he joined Heng Xin Law Office as a partner. Mr. Wang Hongyu advises shipowners, charterers, P&I Clubs, H&M underwriters and other ship interests with a particular focus on admiralty and maritime disputes.
Ms. Yu graduated from the Law Department of Liaoning University in 1990, with the bachelor's degree in law, and an on-job postgraduate majoring in international law and international politics. She has been engaged in the profession of lawyer since 1993, and accumulated rich working experience and good social resources, handled a large number of criminal, civil and commercial and administrative cases. Ms. Yu has been rated as excellent lawyer and best defender for many years. She provides daily legal services as the legal advisers of many financial and real estate enterprises, as well as governmental organs of industry and commerce, water conservancy and culture. In the process of providing legal services to clients, she has successfully solved a number of major and influential cases, avoiding many risks and losses for and winning praise from clients.
Mr. Fei Jun graduated from the Law School of the Dalian Maritime University in 1996. He worked with China Ocean Shipping Agency Shanghai Branch from 1996 to 2004. Thereafter, he worked with Wang Jing & Co. Shanghai Office (from 2004 to 2016) and Zhong Lun Law Firm (from 2016 to 2019) as a licensed lawyer. In May 2019 he joined Heng Xin Law Office. Mr. Fei Jun advises insurance companies, P&I Clubs, shipping companies, trading companies, freight forwarders, manufacturing companies and other clients at home and abroad on a variety of contentious and non-contentious matters, and has abundant experience in litigation and arbitration before various Chinese courts and arbitration commissions.
