Wang Enqun, Director of Hengxin Law Office, holds the title of First-Class Lawyer. Since starting his legal career in 1987, he has been involved in numerous projects including foreign-invested enterprise negotiations, corporate mergers, divisions, acquisitions, liquidations, bankruptcies, and large-scale project financing. He has extensive experience in providing legal services for capital market mergers and acquisitions, financing, and domestic and international IPO projects. Additionally, he has represented numerous commercial litigation cases and international commercial arbitration matters. Attorney Wang has served as a long-term legal advisor to various government agencies, enterprises, institutions, and financial organizations. Since 2010, he has been a legal advisor to the Dalian Municipal Government, and since 2018, a legal advisor to the Liaoning Provincial Government. He also concurrently holds the following positions: arbitrator at the China International Economic and Trade Arbitration Commission, Dalian International Arbitration Court (Dalian Arbitration Commission), and Shenyang Arbitration Commission; Chairman of the Supervisory Board of Liaoning Provincial Lawyers Association; Member of the 13th and 14th Committees of the Dalian Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC); Vice President of the Dalian Bankruptcy Administrator Association, Chairman of the Supervisory Board of the Shanghai-Dalian Chamber of Commerce, and previously served as Vice President and Chairman of the Supervisory Board of Dalian Lawyers Association.
Xu Ren graduated from the law school of Nanjing University, He started to practice as a lawyer in Dalian Foreign Economic Law Firm in 1987. And in 1994 Xu Ren together with Wang Enqun and other lawyers co-founded Liaoning Heng Xin Law Office. He is a founding partner of Heng Xin.
Graduated from International Maritime Law Dept. of the Dalian Maritime University (DMU) in 1989 and then lectured on Maritime Law in the DMU. From 1993 to 1998, he moved to Hong Kong and worked as Manger of Legal Dept. of Hong Kong Ming Wah Shipping Co., Ltd. He joined this Firm as senior partner in 1999 to lead the Shipping Group, which has been ranked as the Band I Maritime Law Firm of Northern China since 2011 by Chambers and Partners. He has been ranked as Band I Maritime Lawyer of Northern China since 2014. He has handled hundreds of maritime cases, including a series of cases arising out of the oil pollution incident of M/T "Arteaga" (the total claim amounts is the highest in ship-sourced pollution incident in China), shore oil pipeline explosion at Dalian on 16 July 2010 and salvage case of M.V "Sea Success", etc.
Wang Xuexian graduated from the law school of Fudan University with LL.B degree. He obtained master's degree from the law school of Renmin University of China. In 1994, he was hired as vice professor of Dalian University of Technology and acted as the head of law institute and where he also served as a tutor for the post-graduates. Since 1996, he has been acting as an arbitrator of Dalian Arbitration Committee. He has been rated as "Gold Brand Arbitrator of Liaoning Province",nominated as a committee member of the tenth and eleventh CPPCC in Dalian. He has been retained as independent director by numerous domestic and Hong Kong listed companies.
Lawyer Wang Kuanyong, a member of the Communist Party of China, has been awarded the honorary titles of "Dalian Excellent Lawyer", "Liaoning Excellent Communist Party Member in the Lawyer Industry", "exemplary individual in Dalian Grass roots Theory Publicity", "Public Welfare Lawyer of Dalian Letters and Calls Bureau", etc. for many consecutive years. He is an expert in commercial and financial affairs and has acted as an agent for many major enforcement cases. Graduated from China University of Political Science and Law in 1993, obtained a lawyer's practice certificate in 1994, and worked at Dalian Foreign Economic Law Firm. I started working at Hengxin Law Firm in 2000, serving several well-known multinational corporations or their affiliated companies in China. Lawyer Qu Lijun has a broad understanding of the industry and a deep understanding of the commercial purpose of transactions. He is able to creatively design transaction structures based on customer needs, thereby maximizing customer commercial interests and preventing potential legal risks. He is able to provide legal services such as due diligence, legal advice, negotiation, and preparation of legal documents for customers' mergers and acquisitions and restructuring.
