Graduated from Dalian Maritime University (DMU)with a major in International Maritime Law in 1989, subsequently taught Maritime Law at DMU. From 1993 to the end of 1998, served as the Manager of the Legal Department at Hong Kong Ming Wah Shipping Co., Ltd. In 1999, joined this firm as a senior partner to lead the Shipping Team. Since 2011, the Shipping Team led by him has been recognized as Band 1 shipping firm and he himself as the Band 1 shipping lawyer in Northern China by Chambers. He has also been ranked as one of the "Top Ten Lawyers”and  Top Talent in Rule of Law Construction in Liaoning Province.

Throughout his career, he has handled thousands of maritime cases for foreign clients, including a series of case related to the oil pollution incident of M/T "Arteaga" (the highest claim amounts in a ship-sourced pollution incident in China), the shore oil pipeline explosion in Dalian on July 16, 2010, and the salvage case of M/V "Sea Success", among others. Two won cases he handled, the " Arteaga " and "Megalohari "(soybean case), were selected by the Supreme Court as Typical Cases Related to the "Belt and Road" Initiative. Three won cases he handled were selected in the Chinese Maritime and Commercial Law Reports published by Informa UK Plc.

He currently serves as an arbitrator for the China Maritime Arbitration Commission, executive director of the China Maritime Law Association, member of the Insurance and Legal Committee of the China Shipowners' Association, listed in the "National Top 1000 Foreign-related Lawyers Talent Pool", and member of the Counsel Committee of the Dalian Municipal Government, vice president of the Liaoning Law Society Maritime Law Research Association, director of the Liaoning Bar Association Maritime Committee, arbitrator of the Dalian Arbitration Commission, and practical tutor for Master of Laws students at Dalian Maritime University.
In 2017, he was invited to participate as the deputy team leader in the revision of the Chapter on "Ship Pollution Compensation" in the Chinese Maritime Code.
