Graduated from International Maritime Law Dept. of the Dalian Maritime University (DMU) in 1989 and then lectured on Maritime Law in the DMU. From 1993 to 1998, he moved to Hong Kong and worked as Manger of Legal Dept. of Hong Kong Ming Wah Shipping Co., Ltd. He joined this Firm as senior partner in 1999 to lead the Shipping Group, which has been ranked as the Band I Maritime Law Firm of Northern China since 2011 by Chambers and Partners. He has been ranked as Band I Maritime Lawyer of Northern China since 2014. He has handled hundreds of maritime cases, including a series of cases arising out of the oil pollution incident of M/T "Arteaga" (the total claim amounts is the highest in ship-sourced pollution incident in China), shore oil pipeline explosion at Dalian on 16 July 2010 and salvage case of M.V "Sea Success", etc. accumulated rich experience and is capable of applying it in the judicial practice with great flexibility so as to provide more sufficient strategies to meet the clients' needs. He is also the director of Chinese Maritime Law Association, Arbitrator of China Maritime Arbitration Commission, General Counsel of The People’s Government of Liaoning Province, member of Counsel Committee of Dalian Municipal Government and the member of the Maritime Committee of All China Lawyers Association.
